Purpose of Position
This is a senior management position whose legal authority and responsibilities are governed by the Cities and Towns Act of Québec. The incumbent reports to the City Council as Treasurer and to the Director General as Director of Finance. 
 
The Director of Finance must ensure that suitable services are provided in the most cost-effective manner possible while meeting the needs of the clients and maintaining high standards of quality and control. 
 
The incumbent is responsible for his department’s operations and must ensure that the directives and decisions from Council and the Director General are applied. In this regard, the Director manages the department’s human, financial, material ands information technology resources. Reporting to the Director General, he/she is responsible for the entire budget preparation process (i.e. plan, prepare, and present). He authorizes all City expenditures by confirming to Council the budgetary provisions. The incumbent provides financial information to each departmental director in order for them to properly plan and follow-up the evolution of their budgets by comparing these to actual results.
 
He must provide Council with complete financial information on a regular basis and makes recommendations to the Finance and Administration Committee (and/or General Committee of Council). He has full responsibility for all financial files regarding external relationships with banks, the Montreal Agglomeration, MAMROT, the association of suburban treasurers, AREQ and COMAQ.
 
Given the leadership role expected of the incumbent, the Director must possess excellent planning, organization and communication skills as well as having strategic vision to continue the development of his department.
 
The ideal candidate will be a seasoned manager in the field  of Finance and whose management style is best described as client focused, organized, proactive, inclusive and results-oriented.
 
Qualifications
Education
Must have a bachelor’s degree in administration, accounting or finance
Must hold the professional title of Chartered Accountant (CA, CMA, CGA)
Master of Business Administration (MBA), finance option, an asset
 
Experience
Minimum 5 years of relevant experience in a similar position (public or private sector)
Any other combination of education and experience considered relevant

Strong leadership skills
Proven abilities in developing financial strategies
Ability to manage many projects and mandates
Ability to develop trust relationship with others and to make presentations to different professional groups (management and elected officials)
Good capacity to negotiate and to solve problems and conflicts
Strong capacity to manage and mobilize working teams, especially in a changing environment
Proven ability in planning, organization and consultation
Ability to act decisively and effectively
Sense of analysis and judgment
Excellent communication skills in English and French, spoken and written
