The services of Planex Consultants were retained by the City of Westmount to provide an update to the Noise Reduction Feasibility Study produced in 2000. The update to the 2000 report is required due to changes in the two main noise sources: the Ville Marie Expressway and the Canadian Pacific Railway. 

The Ministry of Transportation of Quebec (MTQ) has decided to rebuild the Ville Marie Expressway within the next 10 years, which will create significant changes to the noise climate of adjacent residential areas. Also, noise mitigation measures were undertaken by the Agence Metropolitaine des Transports (AMT) and by the Canadian Pacific Railway (C.P.R.) to reduce the noise produced by passenger trains. 

The report was tabled at the regular Council meeting of May 3, 2011.
