Hydro Westmount
Conditions of service for the supply of electricity
The following is a brief summary of billing conditions for the supply of electricity by Hydro Westmount, as outlined in By-law 742 to establish rates and certain conditions for the supply of electricity, as amended. Please refer to the official version of the by-law (which may be obtained at the City Clerk's Office) for the complete text.

Adjusting rates to consumption periods: Monthly rates described in this Bylaw apply as such when the consumption period is 30 consecutive days.
For consumption periods with a different duration, the monthly rates are adjusted in proportion to the number of days in the consumption period as follows:

by dividing each of the following elements of the monthly rate by 30: the fixed charge, the demand charge, the number of kilowatt-hours or hours of use included, if applicable, in each part of the rate, the minimum monthly bill, the optimisation charge, any applicable credits, as well as any increase in charges provided for under the by-law; and

by multiplying the resultant quantities by the number of days in the consumption period.

Payment Deadline: Invoices that are regularly issued on monthly basis to certain customers are payable within nineteen (19) days of issue and become due at the end of that period. If the nineteenth day is one on which the business offices of the City of Westmount is closed, the due date is carried to the first business day thereafter.
For all other customers, invoices are payable within twenty-one (21) days of issue and become due at the end of that period. If the twenty-first day is one on which the business office of the City of Westmount is closed, the due date is carried to the first business day thereafter.

Meters: Each customer must have only one (1) meter to measure the electricity consumed on his premises at one location, except where more than one contract is involved, or where two meters are already installed on the date of coming into force of the by-law.

Collatoral Security: At any time before or during the term of the contract, the City of Westmount may require a cash payment, or other guarantee which it deems acceptable, from the customer, as collateral security. The amount of such deposit shall be established by the City of Westmount and shall at least equal the value of actual or estimated consumption for the highest period of two consecutive months during a twelve month period.

Meter Readings: The customer shall allow an inspector or other employee of the City of Westmount access to its premises between 7:00 AM and 8:00 PM daily, Sunday and legal holidays excepted, for meter reading, necessary inspections, or to execute other authorised activities on the customer’s premises. Access shall be permitted at any time it is deemed necessary to ensure safety and continuity of service.

The City of Westmount reserves the right to discontinue its service in the following case, but such suspension shall not relieve the customer of its obligations here under, including the payment of the minimum monthly bill stipulated in the applicable rate, unless otherwise provided:

When necessary for public safety;

Upon notice from any Federal, Provincial or Municipal body having jurisdiction in respect thereof;

In cases of tampering or interference by the customer with the service of the City of Westmount;

Because of the customer’s default to pay the City of Westmount accounts within the delay indicated on its accounts;

Because of the customer’s default to furnish the collateral security as required;
-
Because the customer’s refuses to conform to each and every pertinent provision of its contract with the City of Westmount;
-
When the customer refuses to give the City of Westmount the information requested concerning application for service or technical details of its electric apparatus;

When an inspector of the City of Westmount finds that the customer’s wiring or fittings or any appliances or other apparatus are so defective or unsatisfactory as, in his judgment, to be a cause of danger to persons or property or to affect the electricity supplied to any other customer;

When the customer refuses access to its premises to an employee of the City of Westmount;

When the customer refuses to allow the installation, on its premises, of metering equipment deemed necessary by the City of Westmount;

When the service has been established at the customer’s premises without the approval of the Board of Examiners of Electricians or the City of Westmount;

If the customer has installed any machinery or other devices which may cause fluctuations on the City of Westmount distribution system, interfere with the satisfactory operation of the system or part thereof, reduce the quality of service provided to other customers, or cause fluctuating power demands which cannot properly be measured by a normal demand meter.
In all cases of discontinuance of service, with the exception of cases provided for in subsection a), b), c), h), k) and l), the City of Westmount shall notify the customer, in writing, at least three (3) days in advance, that the service to the latter’s premises is liable to be discontinued.
The City of Westmount shall re-establish service as soon as the cause for discontinuation has been eliminated. Should the cause of discontinuation be attributable to the customer, the customer shall pay, before reconnection, an amount based on the actual cost of disconnecting and re-establishing of the service. The City of Westmount may also require the customer to provide collateral security as an additional pre-requisite to reconnection.

The mast or any attachment on the building structure is the responsibility of the owner. We normally see also a spool rack who indicates this limit.
Hydro Westmount installs the wire from the main line to the connection at the top of the ole (mast) on your house. Installation and maintenance of the mast itself is the responsibility of the property owner.
