Dog Regulations
Westmount takes great pride in its reputation as a dog-friendly community. Along with dog owners in the community, the city has worked diligently to create policies and facilities that respond to the needs of our canine friends and their owners.

Westmount dog regulations are outlined in the By-law concerning dogs (535) and its amendments. The full text of this by-law is available from the City Clerk's Office at City Hall, and is available for download by clicking here. In brief:


Regulation
Dogs must wear a valid licence at all times.
  • Proof of valid vaccination (rabies within the last 36 months) is required to obtain a licence.
  • The licence year is January 1 to December 31. The Public Security Unit may verify the licence at any time.
  • Annual licence fee for residents: $20 ($40 for non-residents).

Dog faeces must always be collected.
  • From both public and private property, and in the dog runs, where containers are provided.

Dogs are to be on a maximum six foot leash when on public property.
  • Some dog runs allow dogs off-leash at certain times. Please check the signs.
Households may keep a maximum of three dogs older than six months at any one time.
 


Unattended or lost dogs may be impounded by the Public Security Unit
  •  Public Security will contact the owner if the dog is licensed.
  • The dog will be held for up to four days at the owner's expense at the Montreal SPCA shelter at 5215 Jean-Talon W.
  • Residents seeking a lost pet should contact Public Security (514 989-5222) and the SPCA (514 735-2711 / admin@spca.com).


The City of Westmount entered into a new agreement with the SPCA in 2011.  Consult the contract here(*available in French only)

The dog owner may be prosecuted if:
  • the dog bites a person or damages public or private property.
  • the dog barks or howls excessively.
  • the dog is off-leash or unaccompanied while off the owner's property.
  • the dog is without a valid licence.
  • the owner does not clean up after his/her dog.
Failure to abide by these regulations can result in fines of up to $300.
